UNRCCA SESSION DEEPENS YOUTH UNDERSTANDING OF INTERNATIONAL HUMANITARIAN LAW

On 12 June 2025, the UNRCCA convened a session for the Preventive Diplomacy Academy (PDA) students on the theme “Humanitarian Action and International Humanitarian Law (IHL),” featuring representatives of the International Committee of the Red Cross (ICRC).
The session aimed to raise awareness among youth from Central Asia and Afghanistan about the principles, relevance, and application of IHL in the context of modern conflicts. The initiative forms part of UNRCCA’s efforts to strengthen regional capacity for conflict prevention by equipping young people with knowledge of international legal and humanitarian frameworks.
Mr. Mihail Rahmanov, Head of the ICRC Mission in Turkmenistan, delivered a presentation on the ICRC’s mandate, historical roots, and operational principles. He explained the ICRC’s neutral, impartial, and independent role in protecting and assisting victims of armed conflict and other situations of violence.
Mr. Marat Aminov, Legal Advisor at the ICRC Regional Delegation in Central Asia, provided a detailed overview of the origins and evolution of IHL, its legal foundations, and its application in contemporary armed conflicts. He emphasized how IHL complements public international law by regulating the conduct of hostilities and protecting civilians and non-combatants. The presentation also addressed the integration of IHL norms into national legislation in Central Asia and Afghanistan.
The session highlighted emerging challenges to the implementation of IHL, including urban warfare, cyber operations, the use of autonomous weapons, and the humanitarian consequences of protracted conflicts. Special attention was given to the protection of vulnerable populations such as internally displaced persons, persons with disabilities, and children. The discussion also touched on the applicability of IHL in contexts involving non-State armed groups and counterterrorism operations.
The session concluded with an interactive dialogue, during which participants engaged with ICRC experts on the practical implications of IHL and its relevance to the regional security context.
