2020

As part of the activities for Phase II and III of the Project on “Towards a comprehensive implementation of the United Nations Global Counter-Terrorism Strategy in Central Asia” the UN Office of Counter-Terrorism-UN Counter-Terrorism Centre (UNOCT-UNCCT) and the UN Regional Centre for Preventive Diplomacy in Central Asia (UNRCCA) have envisaged mapping of activities of UN entities  as well as regional and international organizations working on issues related to preventing and countering violent extremism (PCVE) and countering terrorism (CT) in Central Asia. 

The mapping charts out activities of UN agencies and other regional and international organizations operating in Central Asia related to measures identified from the Joint Plan of Action for the Implementation of the UN Global Counter-Terrorism Strategy in Central Asia (JPoA) or from the UN Secretary General’s Plan of Action to Prevent Violent Extremism (PVE) (A/70/674).

2019

The Second Coordination Meeting was held on 15 February 2019. This event was a follow-up meeting that took place on 23 February 2018 in Istanbul.

Representatives of the UN entities, the EU and the OSCE, came together to share information and identify areas of enhanced cooperation pertaining to counter-terrorism (CT) and preventing violent extremism (PVE). They also exchanged views on planned and ongoing PVE/CT activities in Central Asia for 2019 and beyond, looking at synergies and complementarities in this field.

The exchange of views allowed meeting participants to update the PVE/CT mapping of activities in Central Asia which was developed in 2018 by UNRCCA.

2018

In 2012, UNRCCA, together with the CTITF Office, organized consultations with international and regional organizations to initiate the mapping process of counter-terrorism activities in Central Asia and to determine the position of these activities vis-à-vis the Joint Plan of Action.

The consultations led to the creation of a Matrix of the activities of regional and international organizations in Central Asia under each of the four pillars of the Joint Plan of Action. It was prepared in 2012 based on information exchanged at the Regional Consultation held in Almaty, Kazakhstan on 21-22 June 2012, as well as with direct input from concerned regional and international organizations. The matrix was subsequently updated in 2015 and 2018.

As part of the activities for Phase III of the Project on “Towards a comprehensive implementation of the United Nations Global Counter-Terrorism Strategy in Central Asia” the UN Office for Counter-Terrorism-UN Counter-Terrorism Center (UNOCT-UNCCT) and the UN Regional Center for Preventive Diplomacy in Central Asia (UNRCCA) have envisaged a series of coordination meetings bringing together UN agencies and regional and international organizations working on issues related to preventing violent extremism (PVE) and counter-terrorism (CT) in Central Asia.

At the first meeting held on February 23, 2018 in Istanbul, Turkey, a decision was made to map out the activities of organizations and share them in order to have a better picture of what is being done and by whom. Such a mapping, compiled based on information received as of March 2018, is a living document that will be updated periodically. It is expected to be a useful tool for coordination, information sharing, identification of gaps and potential identification of synergies and cooperation between organizations.
