UNRCCA CO-ORGANIZES SECOND TRAINING IN CENTRAL ASIA ON ENHANCING COUNTER-TERRORISM EARLY WARNING SYSTEMS
TASHKENT, Uzbekistan
On 21-22 July 2025, UNRCCA in partnership with the United Nations Office of Counter-Terrorism (UNOCT) organized a training course for representatives of Tajikistan and Uzbekistan to enhance counter-terrorism early warning systems using Open-Source Intelligence (OSINT) and Artificial Intelligence (AI). The training course took place in Tashkent.
The curriculum covered such themes as data management fundamentals, cybersecurity essentials for early warning systems, online monitoring system, source management and smart online search. An important part of the training course addressed ethical, legal and implementation considerations for AI. Discussions focused on mitigating bias in AI algorithms, ensuring data privacy and protection, upholding human rights, promoting accountability and transparency in AI decision-making and effectively integrating AI into existing national security frameworks.
Furthermore, participants from Tajikistan and Uzbekistan had an opportunity to share insights into their national approaches to countering terrorism and preventing violent extremism, alongside an overview of their current practices in leveraging new technologies and AI.
The course was conducted under the Counter-Terrorism Early Warning Network initiative launched in July 2022 and in line with the updated Joint Plan of Action for the Implementation of the UN Global Counter-Terrorism Strategy in Central Asia endorsed in March 2022.
