UN HQ expert highlights multilateral cooperation and UN peace and security architecture at UNRCCA Preventive Diplomacy Academy lecture

On 22 April 2026, UNRCCA hosted a guest lecture as part of its Preventive Diplomacy Academy (PDA), focusing on the United Nations system and the foundations of multilateral cooperation.

The lecture was delivered by Mr. Akylbai Eleusizov, the Team Leader for Central Asia and South Caucasus in the Europe and Latin America Division of the Department of Political and Peacebuilding Affairs (DPPA) - the Department of Peace Operations (DPO), who provided participants with an in-depth overview of the United Nations peace and security architecture and the role of preventive diplomacy in addressing shared global and regional challenges.

Building on the PDA’s previous lecture on the principles of the United Nations, the discussion highlighted multilateral cooperation as a cornerstone of the United Nations system and a key approach to addressing complex and interlinked challenges facing the international community. Mr. Eleusizov outlined how this commitment is implemented through the United Nations Peace and Security Pillar, which integrates preventive diplomacy, mediation, peacekeeping, and peacebuilding within a coherent institutional framework.

The lecture underscored the central role of DPPA in leading United Nations efforts on conflict prevention, mediation, and sustaining peace, in close coordination with the Department of Peace Operations (DPO). It further highlighted the shared regional structure of DPPA and DPO, as well as the importance of regional divisions, including the Europe and Latin America Division, in ensuring that regional perspectives are integrated into global decision-making within the broader United Nations peace and security architecture.

Mr. Eleusizov further highlighted that UNRCCA’s mandate and activities serve as a practical reflection of the United Nations vision of multilateralism. Through preventive diplomacy, regional dialogue, and coordination across United Nations mandates, the Regional Centre contributes to strengthening trust, addressing emerging risks, and fostering cooperation among Central Asian States, guided by the principles of impartiality, the primacy of political solutions, and inclusive processes.

“Multilateral cooperation is not an abstract concept; it is the foundation of how the United Nations works every day to prevent conflict and sustain peace,” said Mr. Akylbai Eleusizov, emphasising that regional mechanisms such as UNRCCA play a crucial role in connecting local and regional dynamics with the UN’s global peace and security architecture, thereby ensuring that preventive diplomacy remains effective and relevant.

With more than two decades of United Nations service, Mr. Eleusizov reflected on his experiences in peacekeeping and various political missions, demonstrating how multilateral approaches and political engagement contribute to sustainable peacebuilding in diverse contexts.
