On 4 November 2026 UNRCCA organized an online session of its Preventive Diplomacy Academy (PDA) with Mr. Peter Naderer, Senior Adviser at the OSCE High Commissioner on National Minorities (HCNM), for the Academy’s 2026 cohort from Central Asia and Afghanistan.

Mr. Naderer outlined the OSCE’s comprehensive approach to security and the HCNM’s mandate as an instrument of conflict prevention. The discussion addressed the Office’s work in the areas of early warning, early action and quiet diplomacy, as well as the role of ethnicity, language and religion in diverse societies.

Drawing on the HCNM’s practical experience, the session considered how emerging risks related to inter-ethnic relations can be identified and addressed at an early stage. Participants also examined case studies illustrating the application of conflict-sensitive approaches in diverse societal contexts.

The session was part of UNRCCA’s continuing efforts to familiarize young professionals from Central Asia and Afghanistan with the institutions, tools and practice of preventive diplomacy.
